NIPC Retains 2nd Best Position On FOI Ranking For 2020

Nigerian Investment Promotion Commission (NIPC) has emerged the second best for the second consecutive year of the Ministries, Department and Agencies (MDAs) that were assessed at the 2020 National FOI Compliance & Transparency Ranking. Out of the 213 MDAs assessed in 2020, NIPC had the most consistent ranking from 2019, maintaining its leadership position. The parameters used for the ranking were proactive disclosures, responsiveness to the request for information, level of disclosure, FOI training, and timeliness. The ranking also considered the existence of FOI Desk Officer and publication and submission of statutory annual FOIA compliance report.

The announcement was made at the unveiling ceremony that took place on 28 September 2020 and was co-organised by six civil society organisations: Basic Right Watch (BRW), BudgIT, and International Centre for Investigative Reporting, Media Rights Agenda (MRA), Public & Private Development Centre (PPDC) and Right to Know (R2K), who partnered to ensure a robust evaluation across agencies.

NIPC was listed second best of the 191 Ministries, Department and Agencies (MDAs) that were assessed at the 2019 National FOI Compliance & Transparency Ranking. Its ranking has improved progressively from 90th of 131 MDAs in 2016. It ranked 75th out of 166 MDAs in 2017 and 17th of 187 MDAs in 2018.

In 2017, the Commission was listed No. 91 at 75th position out of 166 MDAs, in 2018, the Commission was listed 36 at 17th position out of 187 MDAs in 2018.

The efforts of Management at better governance, proactive compliance and transparency resulted in the materially improved ranking in 2019 and 2020 which was achieved by an internal commitment to continuous improvement without the help of any external consultant.

NIPC’s Management and staff have continued to work on the proactive disclosure of information, on its financial performance, companies registered under the NIPC Act, Pioneer Status Incentive application processed, procurement, MOUs and contracts, etc. The Commission updated its website with a dedicated FOI section and trained all staff.
